Dec. 22: Cuomo Signs Taxi Bill

Three-year plan allows for street hails throughout the five boroughs.

1. An agreement reached earlier this week by Gov. Andrew Cuomo and Mayor Michael Bloomberg was signed into law Wednesday, allowing residents of Upper Manhattan and the four boroughs to hail livery cabs. As part of the three-year deal, 8,000 special medallions will be made available for street hails.

2. The owner of a Ditmas Park bakery, Josh Rubin, was found dead from a gunshot wound in Pennsylvania, police announced on Wednesday. Rubin had been last seen Oct. 31.
